The LDEC coordinates and initiates collective digital inclusion activities that are guided by shared goals and proximate quantitative and qualitative community data. Current and recent LDEC initiatives focused on digital inclusion, access, and adoption of broadband are detailed below.
In partnership with Berkeley, Charleston, Dorchester Council of Government (COG) and Palmetto Goodwill, LDEC is facilitating the distribution of laptops to tri-county students, after being wiped and refurbished by Palmetto Goodwill trained staff.
Leading and conducting outreach efforts to provide resources and information to the nearly 35,000 low-income households in the tri-county affected by the end of the federal Affordable Connectivity Program, a $30 monthly internet service benefit.
Collaborating with LDEC members Palmetto Care Connections and Palmetto Goodwill to train, support and manage twelve digital navigators in three rural communities located in Charleston, Berkeley, and Dorchester Counties. The initial Digital Navigator Initiative Pilot Project is sponsored by a grant from Comcast.
Collaborated with SC Office of Rural Health and the SC Digital Equity Collaborative to plan and conduct a statewide meeting with state, regional, and local government, industry, not-for-profits, public libraries, and internet service providers to conduct solution-driven conversations about digital equity in rural communities as well as educate and connect organizations for future collaboration.
Quinetha “Que” Frasier is a daughter of the US South whose work as a global management consultant, funding strategist, and philanthropist is dedicated to the economic mobility of the children of women of the Gullah Geechee Corridor. Que is the co-founder of the Southern Equity Collective (SEq), a multi-racial Diversity + Inclusion + Equity Consulting Firm, and CEO of her US-based 501(c)3 nonprofit organization. Que is the co-manager of the Lowcountry Digital Equity Coalition (LDEC) a regional strategic alliance representing a cross-sector of businesses, governments, and other anchor institutions dedicated to activities that ensure digital inclusion across the Charleston/North Charleston Metropolitan Statistical Area (MSA).
Ms. Frasier is also the founder of the Global Foundation for Education and Economic Mobility, Inc. (GFEEM), through which she is developing and advising initiatives that support women and children of color in Kenya, Africa and the Gullah-Geechee Corridor of the Southeastern United States. Quinetha is a member of the SC Community Loan Fund Board of Directors, a SC Trustee for The Nature Conservancy, a member of the Palmetto Project Board of Diectors, and the Charleston SC Chapter of The Links, Incorporated.
Stacey Lindbergh, LDEC Co-Manager, is a program management professional experienced in the federal research and development marketplace, business development, outreach and engagement, and healthcare administration.
Ms. Lindbergh served as the Executive Director for the Medical Technology Enterprise Consortium, a biomedical research & development consortium sponsored by the U.S. Army Medical Research and Development Command, and Program Manager for the Consortium For Execution of Rendezvous And Servicing Operations (CONFERS), an industry-led initiative started by the Defense Advanced Research Projects Agency (DARPA).
